When this card is played, replace this rule with the next played card's rule and return this card to the original player's hand.

(Also, do we do all 3 available actions at once or do we have to choose only one?)

Players can play their turn in whatever order, everyone gets one turn a round. (I'm on my phone right now so will post a turn in a few hours).

A player must have been provisionally winning for an entire round (every other player must take a turn afterwards) and then they win. Multiple players could win at the same time, but where's the fun in that  ;)
