Well, you already know I kind of wanted the Spartan type civilization. Maybe a bit of Roman and Norse thrown in as well.

Sparta only worked because it had other Greek states supporting it. Rome would be a much better fit for Paralun, since Paralun's motto is already very similar and it's implied to be more of an organized, cultured republic than Solgeid. Norse would work well for Solgeid, though.

No, the flat cost is the cost from Shoddy, the extra cost is the cost from the previous quality level.
