wool/yarn problem

Masterwork DF Tanner workshop has a reaction "comb fleece" which uses sheared wool/yarn and returns some units of thread.
Because of the "stack of wool returns only one unit of thread" bug, I decided to use the "comb fleece" reaction to give me lots of single units of thread,
I have 2 shearable creatures: wooly mountain goats and shaggy badger dogs
Reaction works for shaggy badger dog yarn but not for wooly mountain goat fleece (it just gets refuse stockpiled and message "need unrotten hair/wool body part".
Is the wooly mountain goat broken? Here is the reaction:

I have no clue as to what could be causing your problem... However i do have a solution for you. Tell someone they can "Pray" and build a shrine. Pray for Wool, on repeat. problem solved.

I finally found out what the problem is.
in the RAWs>Objects>tissue_template_default

[TISSUE_TEMPLATE:WOOL_TEMPLATE]
   [TISSUE_NAME:fleece:NP]
   [TISSUE_MATERIAL:CREATURE_MAT:ANIMAL:WOOL]
   [RELATIVE_THICKNESS:5]
   [INSULATION:300]
   [TISSUE_SHAPE:LAYER]
   [HEALING_RATE:50]
   [CONNECTS]

TISSUE_SHAPE is set to LAYER but it should be STRANDS
My reaction calls for ANY_STRAND_TISSUE, that's why you can spin badgerdog "wool" because it uses the HAIR tissue which is set to STRANDS
Goats and wooly goats use WOOL tissue which was set to LAYER

Intentionaly.

The mod has two reactions: Automatic hair into 1 thread. And fleece into 3 thread. If the normal hair to thread reaction would suddenly accept fleece, it would create 1 thread from fleece as well. Thats why its not a valid reagent for that reaction.
