I know that it is possible to embark as hymans by changing the raws, but is it possible to embark as koblins or even kobolds? If it is, will it change the ethics, like buchering and consuming sentient beings. Just wanted to know.

You should be able to use the same process as with humans to embark as anything you want, yes, and the ethics will have some effects, yes. There is no guarantee that said race will actually be in a playable state without further modding though.

For further information I highly suggest trying on the modding board in the upper boards, they will probably be able to give you a much more detailed response on exactly what is required to be changed.

Questions about DF work better in any of Dwarf Mode Discussion, Modding, or DF General Discussion. It is possible to embark as other races - Kobold Camp, also a part of Masterwork, comes to mind.
