So we give them the M-3 until we have the other fifteen, and take back the two we gave the guards.
Then we do risk sending them a damaged or already used gun.

Besides it's not like the M-3 is a special gun. It's a rather basic thingy.
Well, we can have our guards engage a criminal, who may have a gun, in fisticuffs. Or we can have them gun down a criminal, reducing the city's crime rate slightly.

But who says our guards don't have guns to start out with. You know, I kind of expect a guard to have all his guard-stuff, just as a I expect our scientists and workpeople to have the required knowledge and tools.

We have a contract to deliver 20 guns per turn.

We have 5 guns now, and we build 15 per turn.
The amount you produce is random with each worker generating 1d10 worth of production points. The M-3 takes 3 points per pistol.

Anything can be justified with this argument. Except nice things.

Actually, we do have employee space. Why did we fire all the guards, we only needed to fire two. Guess I need to be more specific next time.
Anyway:

Hire 2 guards
Investigate Office upgrade/Guardhouse construction*
Design the M-4 (auto), which uses both automatic firing and a rifled pistol barrel

*Structure that makes capacity for guards, and guards alone.
+1 Research 'Basic Rifle Stock', look into Organization Contracts.

Actually, rifles are the deregulated thing in Britain. Technically speaking, it's legal to carry a military-grade anti-material rifle.
