We should have a larger chain of command. One man in each group in an Operating Sargeant, and another the Operating Corporal. The rest are just Operatives. The promoted are based on recommendations of the training staff and analysis of their field operations - who showed up best in team building exercises?

The ability to make snap decisions - and good decisions - without relying on HQ could be the difference between life and death.

D.C. Subway
The unwounded Alphas cautiously check the tunnel. They find no remains of the terrorist or anyone who was standing on the tracks.

A few minutes later, the wounded Alphas are being made comfortable and prepared for travel when Rico comes on the line. Hey! Looks like I got that train moving, obviously, but- Hang on..

...

Yeah, it looks like it's stopped just after the next station. There's a curve just before that, and I figure it must've derailed itself because of the speed. The area's probably trashed, but there's no telling what kind of damage there is unless you get eyes on. One thing's for sure, that train's not going anywhere, which means there's no way I can get another one to you down there. Just a heads-up.


D.C. Streets
Bravo and Charlie leave the bodies on the roof and head down to the first floor to secure the vans.

The squads arrange themselves around the rear of the first van, their weapons all trained on the vehicle. SBR.5 volunteers to check it out. He tries the handle and breathes. "It's unlocked." He opens the door quickly. The rear bed is occupied by a large, steel case wrought in the shape of a human being. It's been left ajar, and it's contents are missing. Several large, heavy chains have been cast carelessly in one corner of the trunk. The rookie is struck by the disturbing amount of detail put into the case. Like chalk outlines on bloody asphalt, it cuts loose the imagination. He reluctantly climbs inside, stepping around the case and leaning partway into the cab. He confirms it to be empty— "Looks like they left the keys." —and hops out of the van. Two operatives close the doors after him as the move on to the next one.

Using the same tactics as before, SBR.5 again steps up, slightly less nervous this time. He takes a deep breath and throws open the door with confidence. There's another human case in this van, this one closed and latched. Chains resembling the ones in the other van have been wrapped around the entire thing and tied off with a dozen padlocks, each one weighing what looks like about 10 pounds. The rookie swallows hard and climbs inside the van to check the cab. "Clear. Same deal as the other one." He hops out, and this time the other squaddies leave the doors open. "Do you think..?" The question is left to hang in the air.

Alpha: Move out of the subways and regroup with the others.
Bravo and Charlie: Poke the cases but otherwise leave them until we can get specialists in.
HQ: Contact Rico, or whoever's in charge, and inform them of what B&C have found. Request associated disposal experts.

I'd rather not leave the CBDC alone down there, at least until we find out if the subway's fully clear. Plus just leaving Shotel down there and not even looking for what's left of his body isn't going to do wonders for morale. So here's a modification of Worldmaster's plan:
Alpha: wounded head back out of the subway, remainder wait for Charlie to arrive.
Bravo: Guard the vans until specialists arrive
Charlie: head down to join up with Alpha in the subway. Take the truck if it's far.
HQ: Contact Rico, or whoever's in charge, and inform them of what B&C have found. Request associated disposal experts.

I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.
