Lets ask for authority then!
No, we demand it. We will not help them unless they give us at least the same authority as police officers.

From Nigeria of course? :p

Cue the transition!

Nigerian Capitol
The BSAA representatives sent from Headquarters to forward and negotiate your request, all clad in very expensive and professional-looking suits, make themselves comfortable in the Nigerian diplomat's government suite. After exchanging pleasantries and an obligatory offering of refreshments, the diplomat dismisses his entourage, leaving you alone. He speaks first, in French. One of the BSAA reps acts as a translator for the others, all of whom speak English.

: [Now, what can I do for you?]

He smiles.

: [Our country is very grateful for your presence here you know.]

Everything. You will give us everything.
((Eeh, I don't know that we expressly need anything from Nigeria at the moment.))
((I'll see what people suggest...))

Would it be possible for us to get at least police level authority for our operatives within the borders of Nigeria? It would simplify many things if we could move civilians out of areas with minimal hassle and clear contaminated zones easier. It would save lives as well since seconds can mean the difference between life and death, and if there is just a few seconds less of hesitation from a civilian ordered out of the area, it could save them from an explosion, or a biobomb, or something even nastier. Also if we have the authority of police, we would have a chance of talking down bioterrorists and arresting them before they actually set anything off. We also would have a legitimate excuse for quarantining areas as well. People don't question badges as often as a lack of a badge in those situations. Preferably we would like a higher grade of authority for our operatives, but police grade is the lowest level that we need to operate effectively within your borders.

I just want to see the scope of who we're fighting against before figuring out what we need. Perhaps when training is done with, we can begin looking into already known bioterrorist cells or tips that we know of.

Nigerian Capitol
He laughs at this, nodding slowly.

: [We can give you unrestricted access to our borders, of course, as well as any powers our police have!]

The diplomat steeples his hands.

: [Or-]

The BSAA team exchange glances.

: [We could give you unlimited control here. No bureaucracy, no "red tape." You'd have total jurisdictional freedom in the field. All I ask is that anyone you detain be surrendered to us, unquestioned by your men.]

...That'd be utter disaster, our soldiers will run rampant with the idea that there invincible, and all our credibility would be gone.

((No deal, police level authority is good enough, we will need prisoners for science and recruitment purposes.))

He just means that your guys would be allowed to order people around so long as they're on a mission.

This, prisoners are useful. Especially once we want to get our own homemade chemical weaponry!

And it sounds like they requested /All/ of the prisoners, including ones from other countries.

You're speaking about authority in Nigeria. He means prisoners taken within Nigeria's borders.
