If you look at the OP it's ultra-nationalist and other international terrorist groups. Just imagine several umbrella corporations with different agendas and different immoral scientist.

"organizations of insurgents, ultra-nationalists, and cadres of elite mercenaries and more disciplined than ever before in their attacks" these are our enemies as the OP says.

You have no idea. No one has publicly claimed responsibility for any of the attacks, so it's unclear. The details have been deemed "highly sensitive" and are top secret.

You don't know. The world governments have done a good job of keeping a lid on things and making these incidents, while isolated, not seem serious. Obviously if they're sponsoring the BSAA so heavily, so soon after it's proposal, everything is not how it appears on television.

Yes, you're the first organization of it's kind.

Make a basic pad for the helicopter. Upgrade the practice field and make sure all the recruits are trained according to Gig's plan.
Engineers
We'll just draw a big "H" somewhere. [Landing Zone: free]
[Advanced Training Ground: 4 months, requires at least 1 veteran BSAA trooper to be effective, deceased B.O.W.]


We are a an anti bioterrorism organisation, but we don't even have a decontamination area, a quarantine wing, or biohazard equipment. I think the construction of these should be top priority.
We also need bioterrorism protection equipment, most prominently gas masks and emergency oxygen tanks as well as full body suits (for contact toxins).

Order up some gas masks and oxygen masks as well as artificial rebreathers.  Equip every troop with four gas masks (for civilian distribution during a crisis) as well as an artificial rebreather and oxygen mask.
BSAA High Command
Your CBRN uniforms, decon kits and sample packages are being prepared Commander. They're undergoing some special modifications. We plan to send them by the end of the year.


We don't even have an engineering section.

We need somewhere to develop specialized counter warfare. 

Do we automatically get kevlar or joint pads?  If we don't, our troops are going to suffer in every environment, just from bumping into things.
You guys are a more realistic (let's not use that word) traditional organization (not X-COM), so don't expect to have factories filled with assembly lines cranking out gear and robots. Don't get me wrong, an R&D department is possible, but expect them to repair things your men broke in the field, and modify individual pieces of equipment for agent use, or hack up vehicles and overclock the engines and add guns and such. It'd also be expensive, and require the right personnel.

That's very important, but you need specialists. Don't worry, you'll have a flood of idealistic volunteers once the first attacks happen.

The standard Special Operations Unit (SOU) uniforms are armored. SOAgents have discretion on their kit when being deployed unless overruled.

In that case we need Fences with barbwire on top surrounding our base. Only 2 entry ways thus far. hopefully our base isn't TOO big and we can always put watch towers and guard boxes later.

Also build a Operation center we'll have all our communications from away mission's going through here to provide advice if need be.

Also we need a Chill building for our soldiers to hangout and watch tv, play board games, and hang out.

Sure. We can have the recruits work on laying barbed wire in-between working on the advanced training field. The other two will come after the dock is finished.

That's the chill building.

I'd imagine when there's some kind of event:

We'd send 2 jeeps and two fireteams, each in a covered truck. Take extra jerry cans of fuel with us in the trucks, so if there's anything we can't take back with us, we can incinerate it on site. Would also work if meat moss was growing all over the place or something.

We could probably do with flamethrowers, depending on what we face.
