We can also always build a base in Liberia later also.

GM do we get the same offer if we want to expand later?
I'm sorta assuming this is like XCOM. We should still ask though.

Also can we suggest creatures via pm once we get into the swing of things?

No. These are one-time offers by these countries who want the prestige of hosting the branch headquarters.

What you PM is your business. I don't care, but I'm not going to make that an official part of the game.

Fun Fact: Chad isn't actually a part of Western Africa, but it's in the middle of the Sahara and the GM is a fan of desert super bases.

Nigeria bids: 4M starting monthly income
Initial offering of 45 operative candidates
Training equipment and instructors
Free small arms for one year
Rapid sea transport
Facilities for all of the above

The other negotiators hold their ground.

+1 Though they are giving us 4M a month, they can easily give us at least 100 soldiers. Also helicopters.
