did the player attack an ally on purpose? then no xp

was the attack targeted towards a non-ally but the ally got hit by f.ex. splash damage? then yes xp

No, the attack was directed at a tile held by an ally with no enemies in it. Thus, no XP :P

No EXP for allies. If anything, punishment is in order. That's basic gaming.

+1, though some of that "accidentally" might end up being "on purpose". Maybe no punishment if they discuss it first? "If you hit here, you'll kill me, but you'll also take out these two people. Do it."?

They're nearly as bad as badgers. Build a couple of anti-buzzard SAM sites marksdwarf towers and your fortress will look like Baghdad in 2003 from all the aerial bolt spam. You waste a lot of ammo and everything is covered in unslightly exploded buzzard bits and broken bolts.
