I really like the restricting elements of this: limited time-span and limited actions per turn. Restrictions foster creativity! I prefer a small number of awfully hard choices over many but relatively simple choices. Anyway, I will read up on your blog and try it out the alpha when it's available.

Question: The edicts all seem prospective, i.e. about planning. Will there be a system of events and crises, where you are presented with a problematic situation to which you must react? This could be interesting combined with the non-perfect information your are given in the game.

As to your question, absolutely yes. There will be both pre-scripted events (that appear at random with certain triggers) and randomly-created events. It will be a major part of Imperia and will add life to the empire.

Amusingly, he's a Marksdwarf, which gives me the mental image of him conducting medical malpractice an appendectomy from fifty paces with a crossbow.

War Plan Edicts are where basically you will be able to say, "Draw up a major fleet action in the Saragon Sector and execute within 6 months" - and your War Prime will create a battle plan based on your request and the amount of resources (read:ships and money) you allocate to his plan. The more time you give your War Prime to create and refine the war plan, the better your fleet will operate and the more ships he will be able to allocate.

War Plan Edicts can scope from a planet invasion to a sector assault, but failure to give your War Prime enough time or allocate enough ships to do the job properly could result in disaster (and your PoSup not looking too great) and if you repeatedly try to cut corners with your War Prime they can resign in protest at best - or simply plot to kill you at worst!

The War Prime idea seems good but have you considered giving fleet admirals a bigger role? Instead of one councilor planing all military operations personally you could maybe assign Admirals to lead fleet operations? This would be particularly interesting as successful Admirals could gain power and maybe become political players or even lead military coups. Think of how Caesars successful campaigns allowed him to bid for power over Rome.

I gotta say I would love to see some political bickering among the admirals as they argue against the war prime's plans. Some because they disagree with some strategic aspect, others because they want a more 'glorious' role.

I really hope not. Trade and diplomacy can be as interesting as warfare.

Kind of fitting, as diplomacy - mainly between human factions, humans and tau, and humans and eldar - actually happen all the time in 40k, never mind the rogue traders and their interactions with xenos.

Question:

Will you - the emperor - have some kind of dreaded meter, for lack of a better word, beyond tyrant points? Like if you regularly purge your officers, will people become too frightened to actually plot against you, Stalin style? Be more likely to just obey you without having to expend resources because they're just terrified? Or does the tyrant points represent that in it's entirety?

It may seem like a silly question, but I assure you there's a proper thought process somewhere behind it.
