Clowns and Mimes are usually played by veterans of SS13, they are basically the griefing classes as the people who know how to play can easily make the brig unable to hold prisoners but look perfectly fine, steal the entire armory, steal the entire EVA storage, steal all the secure storage, gas the entire station with sleeping gas, cut off everybody's butts, make hamburgers out of them, swap everybody's brains around, clone them all in the wrong bodies, and then nuke the station.

Plot twist: Paul is actually an alien parasite. Instead of fully controlling Morgan, he gives him the ideas on what to do. When Tarak Moore tried to read Morgan's mind, the parasite spread into another body through the psychic link. This also explains his vast knowledge, as we can assume there are more of the things to form a psychic unified consciousness.
