IF

AS: Attack Skill. If you have 4 or more in this value than your opponent's AS, you will score two hits
against them instead of one. Under normal circumstances, 2 hits is the maximum number of attacks you
can launch in one combat round. The second hit will always occur after your opponent's counter attack.
The value is calculated by the following formula:
(SPD - [Weapon Weight - {CON + Proficiency Bonus}]). Any Negative counts as 0

The AS 2nd attack only happens if there is a second value as said in the above.
If that fails, then the Adept skill takes over, right?

Actually Tiruin, Adept is one of the exceptions mentioned in the Attack Skill heading! If you have the potential to make two attacks, Adept can trigger on each of them, for a possible total of 4 attacks.

If you have a Brave weapon, that will automatically double the number of attacks you make as well, so with Adept and a Brave Weapon, it's theoretically possible to make 8 attacks in a single round!

Average will, in fact, be somewhere around 6 attacks minimum with a brave weapon and typical doubling.
