There is no standardized frequency. Mine is at 100 ms, some are more, some are less.

Oscillation rate? I believe that is called frequency.  Hertz.

For example I believe my avatar is vibrating at 5 hertz.   If I did the .gif settings right anyway. 

100ms per frame, 2 frames for a full period of 200 ms. Frequency is just the inverse of period time, so

1 / 0.2 seconds = 5hz
