We could tweak the rules - the banning of expansion is just unnecessarily limiting. There are Balkan minorities around the world that must be Gloriously Liberated. I also imagine conquering other kingdoms is and then releasing them with a ruler of your dynasty is acceptable? Otherwise it's just gonna get frustrating to try to protect them.

Actually, if we want to go on to EUIV, limiting expansion is necessary, or we'll just have one mega-blob controlling the whole of Europe by the time 1400 come around.

Although I guess you're still allowed to expand through marriage.

Indeed, but just sitting on a few counties for the entire game is no fun either. I'd prefer having to release lands you conquer/make them powerful vassals at least to go with the Federation idea.

Well, you can expand once all the conditions are met. You're also free to expand through marriage, or conquer countries to install your dynasty there. Also you're free to grab counties converted to the right culture by your dynasty.

By the way, what is the "right country" for provinces of say, Serb culture? The Kingdom of Serbia? Any title as long as the ruler is of the right culture?

Well We could always modify the Rules this way if you want:

Instead of the Vlachs we play the entire Balkans, that is player one starts out as Vlachs, player two as Serbians, player three as Croatia, player four as Serbia, player five as Bulgaria, player six as Transylvania and player seven as the Vlachs again. That would lead to...interesting stuff.

Also can you guys change your selected Votes? because apparently i am not able to, although i am sure i made that option available...

I'm in for this. Sounds like a fun time. But I feel like the rules are kinda unnecessary on the smaller guys. They make a hard job very hard.

Nah, can't change the vote.

Regarding the Balkans, I dislike the ideas of successive players not playing the same realm. Why not make it a federation rule, that once you've form Wallachia, you can take over the rest of the Balkan on the condition that each culture is in a duchy of its own, under one of your vassal?

I resetted the Vote Count, to allow people to rearrange their votes if they want and removed the options with the least votes. Also added two new options
