Pff, that army's not gigantic, and it's not really an army, more of a health and safety team - the caves of Agartha can be treacherous to surface dwellers, so for their own safety we have a team standing by to advise explorers and travelers that might try to venture inside.

(that province is one of three chokepoints into my territory and it's the only one that borders two other nations; to leave it unguarded would be folly)

Then build a fort in that province if you're so worried. That'll definitely help protect it, and everyone goes home contented.

Well, you get the "double bid" bonus, so that may not be the smartest move, except if one of the merc group is your primary force...
