If you look around you'll notice alot of shady characters. Illegal magi's selling some very potent Magic Enhancing reagents, however they are quite deadly when used raw. A great number of brawls are happening as well. For a city of magi there are alot of drunken fist-fights. Well this is only the outer city of course. Shouldn't really expect much.
