Ghandi's ai was never any better than any other ai in other civs.  Actually, I think in civ4 Asuka's was more peaceful than Ghandi...  Or bloody Jaio.  Damn Jiao

What made Ghandi more peaceable was him always getting his butt whooped on by every warmonger and then every civ looking for a diplomatic bonus from said warmongers.  Ghandi was just as persistent about negotiating embargoes and asking for war help.

Civ V made him a warmonger that stockpiles nukes because of the 'Our words are backed with NUCLEAR WEAPONS' thing from the first Civ. They made it into an ascended meme.

The reason why it happened is fairly amusing, too. He started off with the minimal possible warmonger...ity, at 1, but once he got Democracy in the modern age, giving AI -2 to said stat, it overflowed into the MAXIMUM value.

A value of 255 out of 12, to be specific. Stalin, by contrast, had the highest base warmonger of 8.

it looks like an unfinished civ v mod with planned dlc to 'complete' the game.
let us know if this is the case.
