He is. He's an asshole douchebag, partially by nature(kelpies trick people into riding them, go underwater, drown them and eat them), partially by necessity(he cannot, literally, disobey his mistress), and partially by choice(it's fun to be sadistic!).

He's also in charge of what amounts to a small army and is trying to summon and eldritch horror, aka the Nuckelavee.
