Doctor Who is pretty much a "Monster of the Week is more awesome than the actual long-running plot" show, but that's really intentional.

Plot-centric episodes are thankfully sparse, usually you get some side development garbage while dealing with the much more interesting MOW.

The doctor who episode 'Blink'

Pretty much any other monster wouldn't have been able to fill in the gap. That was the good episode with Weeping Angels, the rest were pretty... eh.
Not really a show, ya know.
Samurai Jack was monster of the week.
And it works beautifully.
This right here. There's always that underlying awareness of the plot, but it's really about the episodic format, the art, and the characters, all of which are superb.

Though I will say unlike the vast majority of shows of this type... Samurai Jack did keep continuity with itself.

It was genuinely interesting when he would bring a skill he only used in one episode, into another.
Yeah, Samurai Jack was really good at that.
