(You could duel-wield to get a half boost from the off-hand weapon [50% chance of +1], or hand it over to someone else as a free action. You cannot use a shield while duel-wielding.)

First person to claim it, gets it. Anyone can duel-wield for half the bonus. (It's possible to buy training to get the full bonus.)
