That's not true at all.

I should note I don't support the use of the Army in Eastern Ukraine. However I would like to point out the extreme hypocrisy shown by Putin regarding intervention. Hundreds of thousands of people dieing in a conflict with their own government? Putin thinks that's okay because he supports that government. A few armed men are shot after confronting government forces? Not cool, says Putin, because this time he supports the armed anti-government groups.
