I'd uh...I'd give up trying to define terrorism.

It does need proof to corroborate the 'they're actually fine with being hostages' story though.
And even then, using civilians as human shields isn't exactly the paradigm of heroism.

Police definitely aren't combatants, unless they're organized militarily - France and Italy have such units.

Anything harmful to a state that's being done by people not wearing army uniforms is terrorism. It's veeeeeeery broad.

It's hard to argue that what she did was harmful to the state. But money counterfeiter are harmful and not terrorist. The closest thing I've seen as a definition of terrorism is the use of violence by non-state actors to pursue political goals.

I have to say, UR, the USA has a very long and fruitful history of doing what Russia's doing now, so there definitely is hipocrisy in their being offended at Russia's actions.
