Would it make sense for a pirate sort of person to wear hard leather armor? Except for the head, which will have a hard cloth hat. Hard leather seems to be he best armor which doesn't incur penalties.

You can use combat skills to dodge, yes. It also doesn't say that you can't use Sharpshooter or Bharata for dodging, so I guess you can use those as well. Athletics and Dance also work.

It wouldn't be uncommon.

It doesn't say anywhere. Usually it's up to GM discretion. I think I'm just going to give everyone 20 gold to start with, plus anything from inheritance.
In the "character creation at a glance" section, it says you get 2d6x100 geld.

I already spent half of it, assuming that equipment purchasing was part of character creation. That's why I have 5 javelins and 6 daggers. Now I'm guessing I wasn't supposed to?

Penalties only apply to wearing armour that covers more than 4 hit locations. So you could be running around with a breastplate and not suffer anything (like I'm planning to). But then again the penalty only seems to apply to movement and stealth. So you could also wear full-plate armour and fight just as well as in leather.

My faith in the system is slowly being eroded as I make my character.

We didn't get initial 2D6x100. Instead, we were free to choose two weapons and other useful equipment. I don't see anything off with a two stacks of throwing weapons instead.

I think we can upgrade system a bit. You suffer full penalties for your best armor, if you have more than four pieces of armor. So, you can have metal breastplate and helm with no problem, but must leave everything else open. Quite realistic in my mind.

I guess upper would be skull, and lower would be throat maybe?

Edit: I know throat is not technically part of your head, but close enough.

Edit: I know throat is not technically part of your head, but close enough.

I was thinking about head/face, honestly. Still sorta weird though, especially against ranged weapons. If you haven't noticed, melee attacks always hit the torso, while ranged attacks hit randomly.

Which still sorta means that ranged attacks are better than melee ones, since they don't have to hit the torso and can instead hit a random body location.

Perhaps first is skull and second - face with jaw-bone? Not actually upper/lower, but who cares about that when they got three feet of steel into first or second part?

Makes sense to me.

Actually you can aim at any part at any time. You just get a -1 or -2 penalty.
