I think very shortly we may be too busy dealing with barbarians to worry about waging war. Of course, I'm only guessing, since I yet to play Civ V with raging barbarians on.

It's not that bad. It's just that you need to actually deal with them on a semi-regular basis, instead of just popping every now and then and pissing you off with lolpillage.

Actually, Tech or Culture could be argued to be the best. If you pop a ruins and get a tech you only had 1 turn left for normal research, than that is not as useful.

Culture is amazing to pop since you can't waste raw Culture score, and if you are lucky you could pop a culture policy a good deal of turns before the majority of people.

Thusfar, we have had 2 people pop tech in ruins, and 3 pop culture.
