Well, if you lock two humans in the same room for a while, they'll either come to love or hate each other. Same goes for dwarves. lol

I've actually done this once. I had a fort with a dwarf named after myself and my (now ex) girlfriend, and decided to make them marry each other. I locked them in a room with a statue garden originally, but they started starving before they fell in love, so I had some choice food and booze dumped down to them (using a pit dug above the room with a i-menu garbage dump). They were happy for it and lasted a good while longer, and eventually - eventually - they fell in love. It'll take a few months. Personality traits most definitely affect it, and if they're far enough off, they'll become enemies - but this is exceedingly rare, in my experience. I can't say for certain which traits affect how fast they make friends/fall in love, though.

What can you do to hurry it? Keep on building your fort. The watched pot never boils. BUT WATCH THE POT. You don't want them to die of thirst on you. Be careful to make sure you can dump food/booze in if when you need to.

I regularly marry dwarfs off in my forts. I generally lock them into a 2x2 room containing two beds, each assigned to one of them, then wait and let them out to eat/drink as needed. It's fairly hands-on, but gets results reasonably fast: marriage of lovers rarely takes about a season, getting a designated couple that's not even friendly yet to marriage takes under a year.

Shared labour skills appear to help in building relationships - miners tend to marry other miners, planters get along well with other planters. In one case, a prospective couple seemed unwilling to become friends, so i got one of them to learn a bit of mining - just to "novice" - to better fit the "miner" profession of the partner. They jumped from "long-term acquaintance" to "lover" so quickly i never saw the "friend" indicator and married not much later. If two dwarfs are already lovers, messing with their skills is not likely to save you enough socialising time to be worth it, though.

Success! It took a full 7 months of being in a locked room full of plump helmets and booze, but our two prospective lovers are now married.

Now, to be honest, i had different motivations. My fiance was in this for the love story, I'm in it because Mr. Beard is the founder of the modern dwarven military, and has no heir to carry on his legacy. Time for part two fo the Love doctor saga: How do we get these two to speed up some kids?

Some of these dwarves have had two sets o' kids while these guys have had none. Is age a factor? They are both about 90.

age shouldn't be a problem, child-cap settings might be, be sure you have less kid then the allowed in the init file (absolute  and % values), you can do it by rising the caps in the file if your fort already hit it, wait other kids to age up (90 is not too much they live for like 140), or "wait" for accidents to happen.
On the other side other couples might get kids too so you might need more tries, and proximity is not a factor for dwarven procreation. (they do it with spores probably, or female dwarves keep inside them, what is needed maybe ... )

Dwarfs need unbroken path between both parties to procreate. Isolation _does_ work as a contraceptive (unlike with animals, where a walled-off female can get pregnant from a caged male). Giving them some time off together might also help. It's been observed (but not rigorously proven) that extremely busy dwarfs rarely if ever have kids. Military on a year-round training/exercise schedule is practically always busy.

Her husband in the other part of the fort is alive and well, but all walkable paths between the two are completely walled off. Both have had plenty of free time by now, but obviously, they've never been in social interaction range of each other. They've also never been on the same z-level. I haven't tested this any further, but feel confident in saying that procreation of dwarfs needs more than just being alive and on the site, and that isolation at least limits, possibly outright stops further pregnancies.

I'll readily revise/refine my isolation=contraception claim if/when more data come to light, but think 15 years of no pregnancies in an otherwise very prolific fort are a fairly solid indication that it's not just random chance.

I wouldn't, to be safe, unless you're sure you're not getting kids any other way.

Have you tested what happens if they get within social interaction range of one another without a walkable path?  Two dwarves on opposite sides of a wall or staring at each other across a pit.

Foolprooof way to penetrate aquifers of unlimited depth.  (Make sure to import at least 10 stones for mechanisms)
Toughen Dwarves by dropping stuff on them.  (Nothing too heavy though, and make sure to wear armor.)

No kids yet. Beginning to worry.

We may turn to Science (Dfhack, not crazy dwarf science) if we don't get anything soon. On another note, another set of dwarves had triplets. Is there a way to muck with the chances of that?

Dwarves have the tag [MULTIPLE_LITTER_RARE] in their raws under the female caste, it's possible by removing that you could increase the chance of dwarves having more than one baby.
