If you redesign the entire body plan so that the lower body doesn't have the [LOWERBODY] tag, they won't wear pants and they won't need to.
You cannot, however, prevent them from needing shirts, since every creature must have an [UPPERBODY] part, and every creature with feet that behave like feet will want shoes, but the bad thoughts for these aren't as severe.

Doesn't work just restricts them from using SURFACE clothes, they will still get bad thoughts, only way is to see if DFHack can target and remove thoughts regarding missing clothes (eagle 1 has been embarressed to have no shirt lately) or give them NOEMOTION until toady "lets" us define a civ or creature to not care about being naked.

A work around is give them clothing that is more or less just accessories with a very low coverage (Necklace, amulet, scarf for upperbody. Belt, or something for the lowerbody. Talon/toe band, ankle band, etc for feet)

they have clothes and it's a cultural thing to wear these items if not you embarrass yourself and family.

Seems to me that the ideal solution would be for Toady to make an ethics tag for nudity. That way you can have races where nudity is punishable by death

I'm probably going to make the modded playable race NOEMOTION - they'll need it because they're also going to have ~10 year life spans and large litters so large families will form and people will die all the time. The enemy only animal races don't get negative thoughts and won't mind being nude.

I might also experiment with making lowerbody-less races. Does that even work in DF?

I haven't tried just leaving it off but I know for sure that they need a UPPERBODY, never tried a headless one either. (No [HEAD] bp or [LOWERBODY] bp)

You can put the HEAD tag into what is otherwise an UPPERBODY.  You can even throw the LOWERBODY tag into the same bodypart.  There are a couple examples like that in the BODY plans of the body_default.txt file.  My guess would be that a single bit of clothing (a necklace or something) would do double-duty as pants and shirt.  However, that Dwarven need for socks still haunts all other races... something would still be needed for feet (STANCE bodyparts).
