(I figure since this is going to put a dent in any realistic plans in this city, that I'll do this prison break now before the next turn, and to be honest this gives me an opportunity to test out my combat system)
Prison riot

It only takes a few moments before the prisoners realise the full extent of what has happened, and begin to attack those few guards around them. (4) they quickly manage to overwhelm the stunned guards and are soon breaking out other prisoners and pouring out of the new hole in Old Larton Prison. Harvey and his men quickly make their way to the armoury (9) they are able to get there with no interference from the guards, as they are currently busy trying to stop the prison break, so they are able to get into a surprisingly unguarded armoury to search for new equipment, (2) though it seems that the guards have taken everything in order to deal with the prisoners, speaking of which.

The guards at first seem to succeed in holding the prisoners back, despite being limited to close combat, but the prisoners soon overwhelm the guards with only just over a hundred escaping from he prisoners, the prisoners seizing the weapons from the fallen guards as they leave. (5) John is fortunately able to flee before they get to him. The prisoners run rampant across the streets however (9) the enforcers are quick to react as they send out their men to deal with the ruffians, but are only able to get around half their men out, the rest are in other places in the city (combat rolls) but despite getting off some good blows initially once the mob of angry prisoners reach them, the enforcers find themselves driven back, with yet more of the prisoners arming themselves with guns and clubs. (4) The VIC, both surprised and terrified by the routing of the Enforcers, and with no real need to march out immediately, hold themselves up in their section awaiting orders while the remaining enforcers are too thinly dispersed and panicked to do anything, so for now armed prisoners run rampant across the streets.

In the chaos Harevy and his men (7+1 (intrigue followers)) are able to escape into the city, but now much of the downtown is in chaos, as more citizens are coming out of their homes to pick up arms, fortunately these seem to be the ruffians, but for now downtown Larton is a lawless place with around 2000 angry citizens running amok, many of them armed, and some are laying siege to New Larton Prison.

Harvey and his followers now free
3000 armed citizens in downtown
Government forces temporarily paralysed
Over 2000 enforcers dead or wounded

(Figured something like a prison break was important enough to interrupt the turn, oh and for a brief lowdown of my combat system, I break up combat units into three stats, firepower, for shooting, melee for melee, and armour for taking hits, and for different types of troops I have broken infantry into generalisations, such as mobs which is what the prisoners were at first, militia which are basically armed mobs and what the prisoners are now, enforcers are separate and so are infantry)

Hunt down small bands of enforcers ( 5 or less. ) and ambush them by attacking them out of alleys as they pass to surprise them. Use improvised weapons were possible until I have proper equipment.

Arm each of my men with 2 swords, 2 pistols, 1 rifle and 1 set of armor from killed enforcers or weapon stores. Keep hunting small isolated groups of enforcers and looking for weapons stores until I've done so.

When I ambush enforcers try to convince them to surrender, if they do execute any who are corrupt and try to recruit those who are honest. If they don't immediately surrender then kill them.

Spread the word amongst the rabble that the governor is hoarding gold bullion. Think the military will take over if the governor dies?

(( The governor is the mayor, I plan to protect him. He's weak and scared so nice and easy to force him to do things. He's useful alive since we have no control in the military but the people going for him is good. Untrained militia against my boys if I get them armed won't be much of a contest and saving his life will be useful.))

(( In the info on the mayor it says he's a weak and scared man. So yeah. Just the kind of man that will welcome me in to protect him then will do what I ask him to because I'll cut off his head if he doesn't.

Mayor Celevar Rantho: A big fat old man, quiet and afraid of is own shadow, received a visit from Handalore in the night, a weak man. ))

Using the chaos and my control over stores, I'll secure some uniforms and weapons to delivered to my house, where Gunin can pick them up. I'll then try to get into any gathering of officers discussing the situation.

Use the chaos to my advantage in order to quickly take over a number of middle-class businesses and organizations, using my follower businessmen to my advantage.

(I got bored of typing down every roll result I had so, you won't see any of the rolls here, just read what I've written and figure it from there)
The Great Larton Riot

In Larton City, what was once just a prison riot has escalated dramatically, as the prisoners continued to run amok about the city, drawing in yet more and more citizens from the street attempting to take their anger out on the Viceroy, as years of resentment begin to boil. Citizens flock out of their homes to join up with the former prisoners, soon the numbers begin to swell until nearly 23000 citizens are out and about rioting in Larton City.

A large number of the rioters rush at New Larton Prison to aid their friends inside, soon the 642 Enforcers of New Larton Prison find themselves under siege by over 4000 angry citizens. The Enforcers reap a bloody toll with their handguns and rifles as the rioters assault the prison, when they reach the prison however the rioters begin to brawl with the defending enforcers. And even when they begin to attack them there the enforcers hold out, however numbers begin to tell, and the enforcers find themselves being worn down, then the tide shifts even further to the rioters, when a red Haired woman enters the fray with a bodyguard of skilled fighters, leading the rioters shouting "DOWN WITH THE OPRESSORS" and "DEATH TO THE VICEROY" and eventually the enforcers are all dead, butchered to a man by the angry peasants, who lost over a thousand of their own in the assault, dead or wounded, but manage to free 4600 prisoners, most of whom immediately join the riot. The red head meanwhile leads some more rioters to break down the doors to the armoury, looting a large number of rifles and handguns before they flock back to the streets.

With the prison and other local enforcer buildings torn down the citizens then move out into the rest of Larton, and it becomes chaos, the Enforcers Clash with the rioters as they push out of Downtown Larton and into Larton Proper, finding themselves under attack from behind as more citizens rush out to take their vengeance, the main force of the Enforcers is broken by the Rioters, as they lose nearly one third of their remaining forces, and soon combat in the city devolves into gangs of enforcers clashing with large mobs of Rioters as the Enforcers desperately try to flee to safer zones and the city itself falls into total chaos, with only the military district and the docks holding, as the troops inside find themselves under siege.

Harvey and his men run about in the alleyways, ambushing small gangs of Enforcers, the first ambush goes rather well, and soon they are running about with handguns, rifles, clubs and the occasional blade, some men surrender at the sight of so many armed men, other attempt to fight, in such fights Harvey loses 7 of his men, yet by the middle of the night, they are all well equipped with swords, handguns, and the occasional rifle, but armour is hard to come by.

Followers are now equipped with weapons

Anders is one of the many citizens in Larton to try and take advantage of the chaos in he streets, with actual physical assaults and robberies, with the chaos on the streets, it goes rather well as he is able to get some few rioters and convince them that these men are with the Viceroy which leads to those stores being occasionally burned down, though for the most part he is able to essentially 'seize' the businesses.

Gained control of a large number of Middle class businesses for a 200 Draks per week boost

John seizes the opportunity provided by the riots to dispatch some men off to deliver uniforms and weapons to his house, before giving the order to his servant to open the door only for Niel Harkem, fortunately being inside the protected zone the mansion itself wasn't damaged or attacked. And Dodger himself was able to reach the mansion with little worry.

Down by the docks things started to become more interesting as the marines desperately try to hold off the rioters while the sailors get to the ships, at first the marines hold of the rioter quite well, as only a much smaller amount of the Rioters were attacking them, and in the tight streets and large warehouses, the Marines were able to set up kill zones and firing lines to wipe out assault after assault that was thrown at them. But then the battleships guns began to open up, and sadly for the marines, the Battleships hadn't been equipped with shells for ground targets, they had shells meant for naval combat, so the barrage did little damage. However the marines were able to escape on the battleships which continued to shell the city, which did little more than rouse even more people up against the Government forces.

In the Military district, the defenders felt this increased rage most fiercely, as the troops were forced to roll out their Gatling guns in order to hold back the tides gunning down the rioters in droves as they alone cause the deaths of over 5000 rioters before they pull back, however they too are suffering losses to the now armed civilians assaulting their compound, at a rate of attrition that cannot be tolerated. John is able to place himself in a meeting of the local commanders as they desperately attempt to hold back the tide.

He walks into a room of surprisingly calm commanders as they review the situation, he nudges one of his fellow officers in the shoulder, "shouldn't we be worried, these rioters could break in at any minute."
The officer turns to look at him, a smile of satisfaction on his face, "don't you remember, reinforcements have been on their way here for days now, they should be arriving at any moment."
John takes a moment to seemingly calm himself, "Yes well, are we sure they'll be enough?"
The officer stares incredulously back at him, "are you kidding, we have 22000 vickies on their way here, and the VAC have brought 42 guns with them, won't be any problem they'll just be seeing combat early."

Then, as if waiting for that moment, there is a sound of thunder in the distance, not from the docks, but from the north, soon followed by a dreaded whistling, and then the sharp crack of explosive shells hitting the ground.

2800 more enforcer casualties
400 VIC casualties
5500 civilian casualties
36000 civilians rioting
22000 VIC, 2000 VCC, 42 VAC guns, have arrived
