Find one or two buddies I used to run with whom I can trust. Recruit them as my agents to help me in developing profiles on new enemies.

Scout places that are dens for criminal activity in search of a black market.

(( Doesn't that clash with the purpose of nobody knowing whats going on away from there own operations? If we all know whats going on with each other then they catch 1 of us and everything is destroyed.

Organize the recruit in to 2 squads of 5 and one cell of four.
The cell of four shall be the command cell.

(5-2 (Lower class) +3 (Charisma)) the men look at you warily, but they do lower their weapons. The criminal who spoke to you seems to think for a bit before nodding, "well the boss doesn't like the viceroy and he doesn't like owing folks debts, I'll talk with him, I think he'll go for it." This is met with a few nods from the envoys and similar promises to look into it, and some rather reluctant nods from the two bosses who did show up. You would later get some notes confirming the position of the other leaders, you know have the 'allegiance' of the top 5 gangs of Larton

What did you get them to do?

Get a full man count of the gangs members and what they have in the way of cash, income and supplies.

Find out who runs the 2 prisons in town and if any jobs are going in either of them.

Request a meeting with the Vactar family, preferably a young daughter of the family head or somebody else who's important in the family.

(( Works for me, if they'll follow my lead I'll give them plenty of reason to fight. As soon as I bust assassin man out of prison because my character is so not the fighting type. ))

Question for you all. Do I go full on prison break and let the prisoners out to run riot in town while Patrick and his lot join us? Or do I find a way to fake them dieing like an explosion or something while they escape?

I prefer option 1 for a host of reasons, most based around a mass prison break being good cover to thin the ranks of the Viceroys minions a bit without us being exposed. But I want your opinions as well before I start working out my plan.
He does have 29 people already and likely a lot more before prison break time so it'll be hard to fake that many deaths all at once.

right but Infantry are going to be an issue. We need more strength i think.

50-100 trained killers is a good start I think. Hit both prisons and we gain a small army of people with a serious grudge against the Viceroy. I've got the 5 biggest gangs on side so the smaller ones will fall in line that should provide several hundred men.

We should find out who the commanders of battalions are maybe 1-2 of them are good people working in a corrupt system. Bringing an entire battalion or 2 onto our side in the middle of a battle is probably a pretty good way to turn the tide of a battle. Or failing that blackmail is always a good alternative.


Hmm, I need to join the army. I have an interesting idea.

We need weapons, once we have a good stock of pistols the streets will be come a no go zone for lone Enforcers.

A base is what we need, preferably  some where away from prying eyes with good storage, a hidden exit is a big plus, i'm thinking of a warehouse with a link to the sewers.
