Oh I'm not bringing crime family into the enforcers, I'm not taking over just to replace old corruption with new corruption. I'm going to stamp out crime in the city. The gangs with me become new enforcers and will earn a generous wage and the whole gang thing is gone.
Or they can join my families people.
Or they can mysteriously die. I'm going to clean the city up. We need popular support from the people to make this work and stamping out crime and giving a better quality of life will bring in a lot of support.
As well as being a good staging ground for me to launch a career going from city to city repeating the process and placing trusted men of my own recruiting to replace me when I move on.
In time dice willing I'll rule the combined enforcers forces of a huge swath of land as well as having the support of a massive amount of the population. Include a corruption free military from Sheb and a corruption free informer force from Patrick and Gunin and we have a fantastic way to earn support without looking like rebels at all.
The Viceroy can't move against us for being honorable upstanding citizens looking out for our fellow people without inspiring a mass revolt against himself.
Corruption has to go, if we want the people to back us then we need to back them first and earn that respect and loyalty. That does include you Funk. If you create a gang and it slips into criminal activity against the people then I can't let it slide.
Hurting the Viceroys supporters is fine but don't kill or cause severe harm to the civilians caught in the crossfire.
We need to find you a long term job 3man. Playing logistics for me is only short term it'd be a waste of your character when I could hire mooks to do it. What could you do?
