Also, I have a fairly detailed combat system for vehicle/robot combat if you wanna use it. Not sure how to adapt it to people though.

Combat I have.  It's Manufacturing, Population Growth, Research, Food Income, and Diplomacy that I don't have.

Seven scientists specializing in medical fields, five engineers, and twelve military personnel head through the gate, composed of numbers similar to the current population ratio for a representation.  How strange the Hara had proven to appear to the eyes of the planet's population, which caused some stirrings of worry in the Haran population of Shelter 0946, as it was interpreted that they might be the last members of their race.  The personnel are all welcomed into various homes upon the planet.  The medics begin utilizing some of the supplies brought with them to heal some of the infirmed population, with the military personnel taking positions to assist in guarding the village alongside the militia, who speak of odd creatures that strike the village from time to time.  Engineers begin to work on plans for building a transport system from the gate to the village for use in the future, with two surveying the ruins that were spotted by the UAV when not working on that project.  The transport system in question will cost two colony building supplies, with an additional three recommended to construct buildings at either end to have the Gateway, which the locals call the Chappa'ai, and the ends of the transport inside buildings, the latter including plans on having an embassy within it.  From the contact, it is learned that the planet is called Korilia.

The scientists turn from other projects soon after the message comes in.  It takes a few weeks, but when pouring through the oldest known materials within the archives, a document is found that carries wording similar to one of the languages.  Using it and running through similar languages, they manage to pull out the following out of the written message:

We are <unknown (possibly 'the')> Chimera <unknown> contact <unknown> friend foe?
Another message is soon sent after the translation is finished, with the scientists being able to extract from it the following:

Code: [Select]
<unknown> respond soon <unknown> impatient <unknown> lack <unknown> contact <unknown> lead <unknown> war.
The last vestiges of translation proves to be slightly distressing to the command of the gateway project.  Some believe that a short response, with what little knowledge we have of the language, with some of our own would be a good idea.  Others think we should wait to see if we can get a more complete understanding of the language.

We need to first inform the inhabitants of the planet about our need for water. If they can point us a way to acquire it (we aren't going to need that much, right?), we should listed to them.

Not assigning scientists to anything?  Not assigning training to children?  Not gonna manufacture anything?  Not going to get engineers planning anything?  Not expanding the gate facility?  Not trying out some more addresses?

Just making sure sending the message and speaking to the village about securing water are the only actions you want to perform.
