Go back on former ruler's decision on being freaked out by SK being bombed.

INTERNAL

Shut off incoming tourists and allow leaving tourists to exit at their leisure.

Deport all Roman Catholics, in case the Vatican acts fishy.

Send my most loyal special ops guy to the US, disguised as an unassuming citizen trying to rebuild the government. Send him with orders to reconstitute the government as an "electoral monarchy" with him having absolute power and overriding anything, thus giving me bonus area. Once in power, offer a "We're Sorry" to the former enemies of the USA and offer to forge alliances.

Build up our nuke arsenal and defense systems.

Make mandatory deportations of any and all Roman Catholics.

Offer a give-take deal in which should either country fall its ruler flees to another safe country and part-time rules there in secret (rulers are expected to survive any attacks with this system in place):

Mexico
Russia
Australia

Only the capital of the US got nuked. And even if the whole US was nuked, it wouldn't destroy all the land itself so the oceans would never connect.
