Since entries seem a bit sparser lately (you've handed so many games out people can't ask for more!) I say keep doing what you're doing.

I'd say ignore the price penalty unless the budget gets below a certain amount (maybe $15-$20, since that seems to be the next common game price tier above the $9.99 mark). That should mean that once the budget gets suitably low there might be some pressure to pick cheaper games which would help the budget to recover from whatever hit it and allow for more game choices again.

I think the price penalty encouraged us to go for the cheapest things possible, which would have been good except your goal is to spend your money on gifts so you don't eat it, right?

Omitting it must make determining the winner easier too, since it removes all the math except votes, right?
