I'm not one to rag on games that people want, but I'd like your friend to take a good look at Starbound before buying it. I'm afraid at the rate it's progressing it'll go the way of Cube World. To top it off, the devs seem to be... less than professional; such as the "Replace all ship AI with horses with breasts" episode Let's just totally ignore that the last few updates of the story are about ships with breasts.

If he still wants the game afterwards, you're welcome to apply during the next cycle.

Locally, it may be worth checking out the Starbound thread on here... and possibly noting that it's almost entirely composed of complaining about the devs/development pace/plans spiced with the occasional complaint about the thread being nothing but complaining about the devs/pace/plans.

That said, I have known people to like it. It's just not guaranteed to go any farther/better than it currently is and appears to be made by jackasses.

I just noticed that the "Paradox Grand Strategy Bundle" is actually cheaper ($9) than EUIV alone ($9.99), so I'd like to switch my entry to that.

Not if past experiences with bundles is any indication, you won't. I think the only package deals that provide extra gift copies are for Valve's games.

My friend getting it is more so that I have someone local to play the game with than based upon any future eventualities of the game.    I, personally, enjoy most of the game the way it is and have built several towns for my npc generators to populate.  And he is like minded. 

I'll hold my thoughts on other aspects for other threads.

Also, I'll vote for EU IV because that is just an awesome deal that will lead to lack of any free time.
