I was thinking that instead of just a vote having a +1 to roll it could either:
1. Give a +1 to the final outcome.
2. Give an additional re-roll, then take the highest outcome. The winner "loses" a bonus roll after each round.
3. Rolls a number from 0-3, and then add that to the main roll for each vote. This becomes a 0-2 roll on the second roll and a 0-1 roll on the last round.

I like your option #1, Blaze. It's simple and effective, straightforward, and has more of an impact than the current method without as much complexity as #3. If votes still don't have enough impact for you, you could boost it to +2 or +3 each or make it differ per round as per #3.
