I don't think Torchic will have as much trouble as would be expected. It evolves into a very strong dual fighting type with many non-fire moves, most of which are used for direct attacks, and it's physical and special attack stats are both high. With the inevitable overleveling, it should be a more solid choice than either of the other starters.
