Ah, no. First off, your "element" isn't control over the individual elements of the substance. Kext can't mess with adipose tissue, Kyle would be powerless against plants, and Selina can't do a thing to stone. Secondly, if I let you control all hydrogen, even bonded to other elements, that lets you control pretty much all organic matter, and water, and a good quantity of stone and such...pretty much everything except metal a few other things. Finally, if we only took the very narrowest interpretation of me accepting this, you would still have control over blood (and probably water), which is plenty worrisome enough. Sorry, you'll have to stick to being able to suffocate people in clouds of fire, cause explosions, and maybe create the occasional miniature sun. (Which I've been thinking about, and that probably should have exploded and/or destroyed a good section of countryside, possibly irradiating it. But eh.)
(Or 4: If she tries to control the hydrogen present in hydrocarbons, which constitute a great deal of the body and thus give her access to meatpuppets, the GM doesn't let her get away with it for fear of godmodding.)
