What game are you playing? The map edge is a solid barrier to dwarves and projectiles. The only non-hack method of having a resident dwarf leave the map is to have a child kidnapped by snatchers, IIRC.
...I suspected that. It was just an old idea to try and dispose of a baron with his mandates without actually killing him. But I never really checked it. Well R.I.P. the good idea.
On second thought, what if you trap a dwarf in a cage, put the cage in a minecart (just in case) and have the minecart stolen by a kobold/dragon/giant kea? It'd be too much micromanagement to do this en masse, but maybe with a single noble it will work.

My fort from the single-pick-embark never had a caravan to leave the map (it was always zerg-rushed by the undead, before trading or after) but migrants stopped coming nevertheless. Seems like the liason getting off-site is not important.
