Armor buffs/debuffs

Is it possible to add options in the armor.xml and mask.xml file to have the ability to add stat/skill changes. For example a modder could make a 'mask' called 'shooting glasses' and give it a +1 to a weapon skill, a piece of heavy armor could have -5 dodge or set dodge to 0 or decrease agility etc, if someone wanted to make a really hard boss we could give them armor that increased health to prevent players from kill him with machine guns on the first round etc.
