I got a guy whose name apparently has an exclamation point in it?
Cool.

(Note: apparently that's just a Khoekhoe symbol that won't render properly on chrome. I liked the exclamation point in his name better.)

That's not an exclamation point, and it's rendering correctly. It's a lowercase turned i, which looks functionally like a somewhat straighter exclamation point.

I think it just gives you a random page, redirect or no. However, a quick test of getting a number of random pages in succession didn't give me a single redirected page, so... *shrug*
