Looking for Superhero-themed games (preferabbly PC)

As said in the title, I'm currently having a hankering for games where super-powered people in costume fight evildoers. I used to have a lot of fun with City of Heroes, but that's been shut down and I can't really play online games anyway.

I would prefer games where you make your own heroes, possibly an entire team. Give me some suggestions, Bay 12!

I remember Freedom Force/Freedom Force vs the Third Reich being pretty decent, haven't fired it up in a decade or so though...

The Arkham series of games comes to mind, but since it doesn't involve making your own superheroes I suppose these games aren't your first choice?

Yeah, afraid not. Batman's not my favorite hero anyway, and I'd prefer to avoid major franchises if possible. Unless it was really good otherwise.

I don't think there are very many superhero games where you can make your own character, let alone non-MMO ones. (Of MMOs, there's DC Universe Online and Champions Online, but as far as I saw every hero in Champions Online seemed to be identical to every other hero of the same archetype - although I didn't play very far because the game was boring and choiceless - which surprised me considering how much choice there is in STO and Neverwinter for character development)

Zettai Hero Project is one of my favorite games ever. Its a rouge-likeish game where you explore dungeons and collect equipment which will determine your powers, wearing a Kobold mask lets you eat "biological" armor, tank treads let you avoid traps, etc and your attack moves are also dependent on the equipment you carry. There's even a system for synthesizing that.  You can't make a character per-se, but the equipment you wear will determine your appearance(and themesong).

Yes, but its very emulatable(apparently) assuming you acquire it via legitimate means of course.

Played the first one a bit just a little while ago... earlier this month, late last, something like that. Didn't get very far and then got buried under a glut of christmas stuff (Including Dominions 4, so...) and haven't got back since, but the bit I did play was definitely decent enough to be worth what I paid for 'em. I'd recommend 'em. It's also very customizable in regards to heroes, from what I saw, if you're willing to sink some fiddling time into it.

There's also a number of X-Men games ranging back into the forever (Genesis, at the least) of a whole host of different styles. Several of the more recent ones are set-up like Freedom Force in terms of gameplay, iirc (Mind, I've never played any of 'em, but there's some LPs and whatnot on the archive if you're interested in a peak.).

And yeah, ZHP is emulatable. It's not really what I'd call superhero themed, though. Sentai themed, maybe, but that's not-so-subtly different from what Siru's talking about.  Plays just slightly more on the PC roguelike side of Mystery Dungeons. By the same folks that did Disgaea, iirc. Good, but definitely not a super-powered dude spraying superpowers everywhere.

I will support the Freedom Force suggestion, I had so much fun making my own heroes in it.
Yeah, it can take a bit of time to do, at least until you get used to it, but the combinations you can make are so awesome, and the way you can have heroes even use parts of the environment as weapons is awesome just by itself.
(Although you can kinda exploit one little thing I found, if you make a melee attack for a hero with maximum knockback, and set it to deliver all the knockback directly upwards, you can then use a special ability that triples the power of the next melee attack you use, and that "uppercut" attack will propel them so high that they'll take collision damage from the top map boundary. And then they still take collision damage with the ground when they fall back down.)

City of Heroes but a bit too late on getting into that, DC online is sorta ok but its MMO all over.

Well, I'm sad to say I can't really give you much other options, because there have been quite a lot of absolutely terrible games, and not much in the way of good ones.
