Most of that post is true. Most of it.

As for my instance on the refinery; its current owner is fully entitled to decide which mines shall receive the benefit.

@Ghaz: please adjust the planetary quality for Terra, it is still at 95%, whereas it should be 94%.

At most four more mines in Terra will be allowed, and two refineries; not immediately, however, or the planetary quality will sink too low. Depending on the situation we might altogether backtrack to a maximum of ten mines and two refineries, but all losses involved will be refunded generously at a rate greater than the mines' cost.

Quick character that i wanted to make.

General Hernadez "echo man" esocobar

General Echo man is a Chilean Army General who helped organize earth defense forces before the mandate. In order to avoid all out war or his beloved country men to have threat and harm unto them he stands as a puppet to the mandate. He is also known to have a small disgust for women since he claims they have all wronged him through nasty breakups and divorces. One going so far as to stealing his house, bank, and children when he forgot her birthday.

Skills: Army Organizer, Proud defender, Fortress defense tactics, and poor logistical employer.

I hereby name my little chunk of ground up rock the Trade Republic of Fimbul*!

*Note: All lands in the Fimbul system, and the word Fimbul, are the Property of the Chair Holders of the Republic*.

*Note: Chair Holders can only be appointed by the current Chair Holder, John Doe.

Mandate's on earth correct? If that's true then i want to be a Earth General from Chile specifically because of their history of Military coup's but also because i want to make my character fearful of the Mandate to the point that he won't initiate anything or join anything unless he knows that his country is safe.

Final answer: All hail the Mandate!

Guys, could you declare who is in thte game and act accordingly? I am willing to continue to play this but only if I can see people doing something. I was hoping for RP or bit more vocal game but so far we are plagued by political apathy again.

Giglamesh, no offense intended, but if you are going for that course of action, you may as well have quit. None of your actions are valid; not only have you tried to pull a coup without any information as to its feasibility, you've now placed yourself in a position where your demise is certain, barring retroactive change of the game mechanics.

That is not entirely true. He is able to recruit the troops and he is able to use them AT THE END OF THE TURN. However should he fial he is entirely at your mercy Azthor.

In completely different news i wanted to make a new poll regarding player controlled uprisings on planet with troops already on it and how to handle it but now its too late anyway.
IN any case while Giglameshs Actions are legal Azthor can still recruit troops during his turn.

For future actions of this kind: if you don't want anybody else to recruit troops on your Planet or just certain players  post in a bolded action whom you don't want to be able to do so, because right now i think its getting a bit over the top with: recruit gazillion units overthrow ruler.

Just an idea, but maybe funding unrest and guerrilla warfare/uprising should be a thing instead of flat recruitment of troops? Just a suggestion that the funding could be used against someone, but without ridiculous happenings like this one.

That is already in, however since Giglamesh can still build on Terra he can just go ahead and recruit a bunch of Divisions and attack Azthor straight up
otherwise like for example in your case, you would need to rely on guerilla warfare (aka funding unrest) or go to an straight up invasion.

I ... what?

There's stacking the deck against someone who made himself despot, and then there's forcing his troops to sit around twiddling their thumbs as the minster of economic development suddenly decides to buy a huge army on his territory, during a civil war, because he didn't explicitly outlaw it beforehand.

That's utterly absurd. I'm gone, and retuning control of Thorin I to the Solon.

Quite frankly it was this or a few more months of sitting on my ass with little to no funds.

As minister of development i didn't even get to allocate my own funds. Whats the point if I can't even really play?

It's sad to see the game fall apart like that but I think the errors are apparent enough for everyone to take note of. Personally, I would not mind the game restarted in some fashion, but the rules, numbers and actions need fine-tuning.

For now, I will remain until the bitter end of being removed or the GM calling the game over.
