I got it stuck somewhere in my head that refineries cost 20.000 credits; fixed.

As for being State owned, I will go ahead and note they are not State owned, or the Mandate would not collect 37,5% of its income in taxes and tariffs, it would collect the entirety of its income as direct revenue.

The last minute budget assignment was due to a misunderstanding as to unrest being a monthly malus, as opposed to a stacking debt. In sum, tanking unrest is out of question.

Azthor, what do you know that I don't? I thought that most of the colonial morale problems were caused by excessive off-culture people. I would rather get rid of most of my people, so I can drop martial law, and am tempted to switch my immigration policy to Do Not Accept.

Population is dropping on your world and having you start with few million is counter-productive. Just make do with martial law and what you have until money comes through.
