Ghazkull: The map isn't updated. (Now to re-write parts of my speech).

Azthor: Please send luxuries to Thorin I! I need their income to buy enough tanks to force any rebels out of the caves and into the rain.

I've left that for the Minister of Development to decide upon; for now, I will stick to budgeting and the bestowal of offices, rather than taking over them myself; of course, should the situation become sufficiently precarious, I will still step in.


My instance is, however, that we lose nothing by sending the exports to Thorin I, and suppressing Martian unrest is a priority that should and will take the bulk of the Ministry of Development's budget.

oh you had. You reduced the Unrest from last round to ten. thats the Retained Unrest you are facing now.

But yeah, I will need to stabilize the planet and get it all growing soon.
But Ardas, tanks are so much cheaper than funding enough video games to make people forget that they're living on a deathworld.

I'm doing nothing till I get a budget. Anyway, if can manage to scrounch up 50.000 credits, we can probably save Mars by finishing Social/ Engineering research there.

Attention Mandate Players:

Due to Numerous request to a) speed the game up in some way and b) to allow the representatives and senators toa ctually do something with their time, the following system will be introduced:
   

    Every Player gets 1.000 Creds per Turn
     
    Players can create different kinds of Companies:
     
    -Mining-
     
    Mining is very profitable but hurts the planets quality. what is mined is your own RP decision (oil and logging also falls into that category)
     
    1 Mine costs 3.000 Creds reduces Planetary Quality by 1% and provides 10.000 Creds
    1 Refinery requires five Mines to be built, costs 1.000 Credits and increases Mining Output to 20.000 Credits but reduces Planetary Quality by 10%
     
    Economic Facilities will be destroyed in Raids unless otherwise stated and bring 2.000 Credits each
     
    -Transport-
     
    A Transport Company profits off Migration between planets and can reduce or increase Migration by raising or lowering prices.
     
    You have to establish a Civilian Space Port at both planets for 10.000 Credits each. Then you can set prices for transport:
    None
    Low: 500 Creds per Million Migrants
    Normal: 1000 Creds per Million Migrants
    High: 2000 Creds per Million Migrants
    Extortionate: 5000 Creds per Million Migrants
     
    -Cargo and Smuggling-
     
    A Cargo Company transports Trade Goods, Illegal Goods and Illegal Migrants.
    To transport you simply build a Trade Fleet for 20.000 Credits. Then you assign that Trade Fleet to a Trade Route between two planets to transport one good or one million illegals.
     
    normal Trade Goods net 5.000 Credits per turn.
    Illegal Trade Goods (either not sanctioned to be traded or things which are clearly states as Illegal Tradegoods) net 20.000 Credits per turn. however there is a 50% chance that your fleet gets destroyed by the local military forces.
    Illegal Migrants net 10.000 Creds per Million transported and work otherwise the exact same as Illegal Trade Goods.
     
    - Shipyards -
     
    Shipyards profit directly from every ship created. You build a Shipyard for 2.000 Credits on a planet and forthwith get half of the cost for producing 5 Ships of any size as your own winnings.
    In other words:
    Terran Governor produces 20 Level 1 Ships at 20.000 Credits
    You have 1 Shipyard there so you get 2.500 Credits
    at the beginning propably pretty meagre but then again if he produces 5 level 10 ships you make off 25.000 Credits.
    Trade Fleets and Civilian Space Ports also fall into this category

Two Things i've forgotten.

Mines and refineries need each a planetary population of 1 Million per installation to work.

-Slave Trade-

Slave Trade works differently to slave raids in that it doesnt hurt the population.
You build a Slave Market for 5.000 Credits at which every two turns 1 Million Slaves are created. a Slave Market creates 5 Unrest per turn.
You can also Build a Training Facility for 10.000 Credits which turns the Output of two Slave Markets into one Luxus Commodity: Trained Slaves. A Training Facility provides another ten unrest per turn.

Mars and Thorin I are, at the present moment, money sinks and not a source of revenue. The same would apply to any new colony. What is worse, undertaking a new colony might push our budget over the edge. We will resume research and colonization as soon as we've properly stabilized Mars and Thorin I, but for the moment, we have no choice but to step on the brakes and avert the crisis. That said, I am open to suggestions as to more efficient management of the crisis, should anyone have an idea.
