Well, not really. It really all depends whether Terra stays loyal to the Senate or not. Whoever comes favored out of that roll wins.

Oh, there is no roll for that, I believe. On the same hypothesis that a governor could immediately rebel against the Mandate and take his planet with him, so can the Senator of Terra rebel against the Mandate and take Terra with him. The real question is where the fleet's loyalty lies.

That is never stated. The Only time independence is even mentioned is in the same sentence where High unrest is mentioned. Really doubt the GM is going to give you total control so easily. I mean, look at what penalties accompanied the unified treasury. Yours would curb gameplay even further.

You should halt the wild mass guessing :P; if I went as far as to state it for a fact, I've asked the GM. When a Senator rebels against the Mandate, their planet follows; ironically, even unrest, while a planet is part of the Mandate, seems to work against the Mandate, not the governor; of course, once the planet is no longer part of the Mandate, the unrest could only plausibly work against the governor.

Goddamnit people, you don't vote for shit and then everyone is surprised someone got fed up and took over. Has anyone bothered to check out navy appointments and so on? Or built military to prevent such rebellions?

(I was voting for Az one time after another so I got nothing to complain about really. I sorta asked for it  :P)

it doesn't and so things apparently continue on as normal.

Not really true, if Ardas defies Terra you can transfer the treasury to him and thus continue a Civil War against him. The result is however quite uncertain.

EDIT: Note that you cannot yet transport Regiments. You have class One Ships which can neither transport troops nor can they bombard planets. In otherwords all you'd do would be blockade each other.

Given that nobody's really acting like the coup was successful, I was hoping it was retconned out or stopped by the secret service or something.

Failing that, my representative was a bit late this morning, and was grabbing a coffee during the declaration.

Anyway, does the ministry of Science gets it's budget every turn, or only the previous one?

Also, how long is each turn in years? Kind-off important with that new constitution.

That first budget i assigned to Civic as Azthor wanted to, i figure he will assign you a different but steady budget from now on and you can decide whats researched.
Time that passes stays the same, always a few years (really i dont want to give to much of a time thingy to allow me to stretch or ccrop together turns as i see fit.) But generally you can assume between 1 and 3 years
