Query: What are the specific limits on powers? Would improbable aiming skills be okay? What about biological weaponry and morphing? Nanomachines? Satan?

Satan isn't a power...
Improbable aiming skills are okay but they won't work 100% of the time like you want them to. Bioweaponry and morphing I don't care about.
