I think we should do this in a mission-like format. People who want to explore a particular universe can set up an expedition, and anyone who wants to join can do so. I dislike assigning people to missions without asking.
Might wanna have some sort of system though to help prevent things like all newb teams and all 'vet' teams, or 1 universe getting all the attention while the others remain unexplored. But yeah, you'll want to let people choose what strikes their fancy when possible.
This is something I have trouble with, because technically we should be able to give infinite gear with no issue. I'm leaning towards "no free gear, unless something is specifically necessary for a mission". I suppose I'll handle gear requests, perhaps in tandem with PW.
Maybe make a sort of list with 'standard exploring gear' you give to everybody, but gear outside of that has to be requested and won't be giving often. Gives total newbs at least something without opening the floodgates.
A limited time frame doesn't make much sense, considering the tech we have available. Its only purpose would be to hurry people up, and that can be done via other means.
A time frame, at least for initial exploring, could help if you're afraid about loosing too much time on any one universe. And it doesn't have to be very strict though, it could be "report back every X turns/IC unit of time, then we'll reassess whether spending more time on that universe is worthwhile". Don't have to do anything like this, mind, and it also depends on how efficient/how much universe turnover pw expect this mission to have, or if it's 'Faffing About: Ultimate Championship Edition'.
