Perhaps avalanche should take out organised resistance (the police), then maybe dress up as them, and evacuate civilians that way.

when a soldier takes it on themselves to kill a teammate without orders from above to that effect, there are very few situations in which that is considered the proper course. In this situation, civilian casualties were not only expected, but fell pretty solidly within the SOP and RoE, whereas teamkilling tends to fall out of both of those. In her mind she may have been right, but militarily, she was probably not.

I post because this keeps coming up, and you have a "shoot any teammate that does bad stuff" action posted again.

Plus her action was the most dangerous one possible short of lobbing lethal grenades at the civilians. But I've pointed that out before.
