Oh, that makes sense.  My character wouldn't be okay with killing people to make that happen, though.  Better to evacuate them than to kill them.

Edit: oh, and can't a good speech roll bend reality?  Look at tge effect of Freeman's speech to a bunch of civilians fleeing for their lives. Just need someone with high cha to make that speech, give it to everyone, and then use that.

Normal grenades ARE diplomacy grenades. You just have to apply them correctly and in sufficient quantities.
