She's holding out for some other sort of solution, even though she knows it's unlikely.  Because she feels (erroneously) that she had a hand in the likely destruction of the universe, she wants nothing more than to save it.

She also feels that people that are initially resistant to wanting to come can be swayed.  Also, mass killing is not merciful but abominable, in her opinion.

The civilians who do come would be a lot less happy, co-operative, and a lot more likely to do things such as "secede" and "armed resistance". After all, even if the universe is ending and mass-murderers are letting you on the escape pod, thats no reason to let the mass-murderers keep it
